Well as most Minecraft Players know 1.8 has just been released but Notch himself said the updat was split up into two parts and that is why there are no NPC's in the villages. Jeb stated on his twitter that he is going to add boss monsters into the recently added Strongholds and Notch himself stated that the villagers in the villages with likely be living pigmen. One thing for sure is a new species of Cow has been announced pictured below.
Notch released this image of the creature via his twitter account and speculation states that it may be possible to "shear" these animals to get the mushrooms off them. Whether or not these will or will not be introduced in 1.9 is unknown but it is likely.
